In "cmdb_ci_server" table.
I can see the new button, on the list view.
when I impersonate to a particular user, I don't see this new button.
What could the possible problems and solutions for this behaviour?

There was an ACL working on the parent table, that was disabling the users to create any record in the child table.

Hi there,
If you look at the Access Control regarding create, does the use match those conditions?
Also have a look at the List Controls. The New button might be conditional. Have you verified that?

I have compared the roles, the user has all the roles that I have.
How can we check weather there is any condition on "new" button?

Mark is correct, try accessing System UI > List Controls.
Locate the table name.
Click Omit New Button
