Sync Ops Status for CMDB CI Business rule is missing in the instance

hello,
Our team has noticied as issue that LIfecycle status on CI is being synced with state/substate in Asset.
I found out that my pdi (vancouver patch2) has the business rule 'Sync Ops Status for CMDB CI' but our instance didnot have that BR.
Is that the reason why states are not being synced
Did anyone face this issue

I've seen that happen randomly in ServiceNow for instances either really old instances or fresh ones. That functionality has been around for years.
Usually in those cases I export the XML from the PDI and import it and see if it fixes my problem.
