I noticed that CSDM 4.0 is now in the docs (Tokyo). Where can I find the final white paper in PDF format for download?

You can treat what's published as final.  We had very minor feedback on that draft, not worth re-publishing really. We just never published the updates.  The next version will likely be out before getting back to V4.
