Not able to received emails notification when tagged in the ticket (not added in the watchlist)

One of the user is @mention in the enhancement ticket but he didnt get emails notification, Even after notification preference(@mention activity stream is on) 

user is not having access related to enhancement.

Did you check the email logs, if the email are actually being triggered from the system ?
