The instance is offline. Please check again in a few minutes. I am unable to start my developer instance kindly help me on this issue Thank you in advance

Hello,
Is this a new developer instance or have you had it for awhile? If for awhile, then ServiceNow reclaimed PDIs that were in an old data center as they have moved everything to a different infrastructure. This means that your instance is essentially gone and you'll need to release and obtain a new one which will give you one within the correct infrastructure.
