Capacity Subscriptions, how to fix overallocations?

I wanted to know, where I would need to go within ServiceNow to tackle the adjustment of overallocations of subscriptions?
Is this handled in roles? Groups? Or within the specific subscription?

I am very new to handling subscription management, and my predecessor that knew the ins and outs, left before I joined the team, and didn't really leave me how to's or notes on how to pick of the reins of how managing it. 
Any resources and direction would be really appreciated! Thank you!

Known Issue in the ServiceNow Community


Currently, there is a limitation when embedding screenshots directly into a Community post or question. Members may not be able to download the image or zoom in sufficiently to view the details.


For better visibility and quicker resolution, you can either:


Attach the image as a file so members can download and view it at full resolution, or
Embed the image using a larger image size. This needs to be done manually when creating the post.


This is a known Community limitation and is worth keeping in mind when sharing screenshots that contain detailed information.
