Default filter and view editing

Hello all, 

 

I am trying to configure filter list options/views from specific users/roles. I figured out how to enable filters on the module level, so everyone sees the same data. However, they are able to simply click "all" to clear the filter. I would like to remove the option to clear the filter based on a user's role or group. I'm aware of the "omit filter" checkbox on the list control but that deactivates the entire search/filter feature which I don't want to do. thanks!
