We have a notification intended to be sent for assignment group members and to the event creator. Sent to event creator is set to true, user's notification is enabled but still didn't receive the email notification. We are currently in WDC version. I also checked the event logs table and I can see that the user who submitted the ticket is the same user as the event creator.
What else can I check? Or what could be causing this issue?

Per my understanding (and confirmed by the docs), the 'send to event creator' is used to include the person triggering the notification if he or she is already set to receive it through (in your case) the assignment group.
So if you uncheck that and you are part of the assignment group, doing something that triggers the notification, you aren't notified, because you know what you did (hopefully). By ticking the box, you do get that email.
So it's not for including someone else, but for excluding you if you triggered it and were supposed to get the email.
