Flow Designer for email attachment handling is not triggered for certain users and external emails

We have a Flow Designer that triggers on email replies specific to a target table. The Action is "Move Email Attachments to Record".

 

However this only works when user sending the email has ITIL role. And does not work for external users or internal users with limited access.

Email logs show that the Flow Designer was not triggered.

 

We have tried different "Run As - System" as well as "Run with role(s) - ITIL". It did not work for non-ITIL users sending email.
