In ServiceNow HR Service Delivery (HRSD), HR matching rules refer to the criteria used to match HR cases or requests to specific HR agents or groups based on specified skills, location or priority and based on that matching rules we can configure our own HR assignment rules, here parent record would be the HR matching rule.
