Grant access to the user to edit widget on dashboard

Hi all, I have one requirement need to grant access to the user to add content block on widget on dashboard. when user click on 'Click Here' User already have pa_viewer role but still not able to do that.

also I have tried assign role to the user pa_admin and dashboard_admin but its not working.

Have you tried the content_admin role?
