You can create schedule and child schedule.

or if you want to ingrate with Global Holidays
it had an scheduled job to make API calls to fetch worldwide holidays for the next year and then process the response into updating the ServiceNow records, but I wasn't involved in actually setting it up. I think it used this API as its data source: https://dev.timeanddate.com/docs/holidays/holidays-service

On any out-of-the-box instance, there are already solid examples in place. Have you had a look at those? What questions do you specifically have? What is not clear on those examples?
