how create pop up alert while a user logins to the service now instance?

I need to trigger the notification pop ups  for  the list of

p1 incident as mentioned in the screen shot, when a user logins to the Instance.

please let me know how to achive this.

this is a broadcast message which only pops up on forms.

you can try homepage splash message.
