How to create an event rule from the sys_email_list table

I'm wondering what information I can use from an email within the sys_email_list table to create an event rule? I had the vendor send some test emails, but I'm not sure exactly what to use for the event rule. I did create an inbound action rule, I still need to add to the script for that.

What are you trying to acheive? What's the requirement?
Are you trying to create events from the alert emails?
