The $sp public page active= True
but the URL/sp page is still asking for password authentication

Are you trying to make the Portal public? Or something else?
If so, you need to make the index page public
instanceName.service-now.com/nav_to.do?uri=sp_page.do?sys_id=46cc384147532100ba13a5554ee49009

Remove the widget under "Login page".
Service portal -> Portals -> (Find your /sp portal) -> Remove widget from "Login Page" and save the portal record.
