How to use an Update set to move up Virtual Agent Designer topics

Hello everyone, 

I'm new to update sets but hoping there's a simple way to move up Virtual Agent Topics from one environment to another. 

I've tried saving and publishing one of my topics, it' was showing in my update set but when I commited it in the new environment the Topic didn't get created. 

Any tips or advice would be greatly appreciated!

In details, you can do it only through the export/import XML from one instance to another.
