Need help on Business Rule

I want to create an automation or using script:

 

When users are added or removed from the groups listed in the Excel sheet (for e.g 35 groups) - they should also be added or removed from the new group "XYZ_L1".

Can anyone please let me know the logic we can have?

Where you are planning to keep this excel file ? Will you be placing it on the mid server or someone will upload it on daily basis on the instance ?

Not daily basis. whenever the changes happen. uploading sometimes it would be.
