Notification email to users which can read knowledge base

Hello together,

I'm trying to create an email, when an kb article was published to all users, which "can read" a knowledge base. The access is defined in a user criteria. 

I tried it with a new notification also with a simple flow, but finally I'm not able to catch the users defined in the user criteria. 

The user criteria contains the group, where the user belongs.

Hope for some hints and also maybe an another solution when helpful.

Can you post your user can read user criteria?

its would be only 1- 2 groups added to the user criteria like this test one
