PDI Instance - Integration Hub Plugins - Activated but missing

I have activated the Integration Hub plugins several times from the PDI Developer portal, and they are showing as installed from the portal, but they are not actually installed in my PDI. I am not able to add any REST or REST Message capabilities in Flow Designer. Even after clicking install on the PDI Admin portal, I receive an email that they install, but then they are still available on the plugin page for activation. Any ideas?

Hi @gpearson,
have you managed to activate the plugins?
If not, release that instance and request a new one, it shall not take too long. But ensure you don't have there anything in progress that would be lost forever if you release the instance and request a new one...

@GlideFather - no luck, and I actually created an brand new PDI under a different email and get the same results. Dev Portal shows it installing, I get an email that it installed, and in the actual instance the log shows it tried but no adds/updates and the plugin does NOT show up in the plugins installed. Also, no spoke available for REST Message in the flow designer under add action, which is what I need.
