During the Password Reset process, after entering user ID, the error occurred below:

This user cannot use the configured Password Reset process. Possible reasons:
- User does not exist or is not enrolled.
- User is not part of the configured password reset process.
- User is blocked (exceeded the limit on reset attempts or reset password recently).
- User account is locked.
Try again later. For immediate assistance, call the service desk.

The user ID that I tried does exist and doesn't seem to be blocked or locked, so I'm wondering if the third option could be a cause of the issue.
However, where can I check that?
If this error is due to the fact that the user has reset password recently, where can I change the settings so that I can delete the rule that prevent users from resetting password until it passed the pre-defined days(hours) after the user had previously reset password?
Also, the following is the assigned roles of the user. Could someone take a look and check if there is any role causing the issue?

Thank you, but it says "There are no pending enrollments for you at this time" in Enroll module...
I think this means user enrollment is not required.

We ran in to this same issue and figured out what was causing it in our case.
What appears to be happening is that when you try to reset your password it creates an entry under Password Reset > Reset Requests.
There are also entries for each attempt under Password Reset > Activity Log which will give you additional details for why a password reset request failed or why it worked.
Once a user has failed too many attempts, they will be blocked and an entry is added to Password Reset > Blocked Users. To solve this for our users, we had to delete the entry for a user and then it began working again.
What we found was that once a user is added to this table, the changes you make to the properties no longer apply to this user as they are already blocked from password resets. Additionally there is an Expiration field on this table but it doesn't seem to actually expire.
