Rising star nominations

When will rising star nominations begin for december month?
Always they are conducted twice a month. Right?

I think from 2025 onwards they have changed. I guess its just one time nomination per year from now onwards just like MVP nomination. So going by this year trend, I guess nomination should open by June/July 2026.
