In my understanding, the OOB outage notifications are triggered only when a record is inserted or updated under the conditions that the Begin time is not set in the future and the End time is empty.
However, in our case, we will be creating planned outage records in advance to notify users about upcoming maintenance. Since the OOB functionality does not support to this scenario, we need to send notifications at both the start and end times of the planned outage.
I attempted to use a display business rule to update a field, but this approach requires refreshing the form for execution. Could someone suggest a more effective way to achieve this?

Thank you for your help. I was able to use gs.eventqueuescheduled in scheduled jobs, and it's meeting our requirements to some extent.

I think, OOTB, triggers a notification when the Outage reaches to beginning time. Have a look at the event fired.

I double-checked, and it appears that without an insert or update, the event does not get triggered.

Hmmm.. try to use flow designer to send notification, when start time reach. But problem is it will increase load on system, as time has second as well and flow execution every second is not a good point.

I completely agree with you; using a flow designer or running jobs periodically might lead to performance issues.
