Text Messaging in for P1 incidents

I'm trying to set up text messaging for P1 incidents for an on call support team . 

Do we need anything other than the Notify Plug in ,  Like Twillo?

Yes, you will need a SMS provider like Twilio to be integrated with your ServiceNow instance. You can refer below link for more information -
