Timeline ribbon keeps loading in Agent Workspace

Hi everyone,
I had an issue with the Timeline ribbon in Agent Workspace during testing after an instance was upgraded to the Utah version. A user opened the Incident form in Agent Workspace, and he/she witnessed that the timeline ribbon was loading endlessly, while other ribbons (Customer360, SLA) displayed normally. I did impersonate some other users to check this issue and found that the timeline ribbon still displayed information clearly without taking a lot of loading time.
Based on that, it seems like this timeline ribbon issue only happened to a specific user while it didn't for the others.
Has anyone experienced this issue before? If yes, please let me know how to tackle this weird scenario.
