Translating a Report Title

I was excited to find this thread on translating a report name:  https://community.servicenow.com/community?id=community_question&sys_id=fcf18fa9db98dbc01dcaf3231f96....  However, it's not working for me. 

The plug-in "I18N: Internationalization" is enabled.

I've added message texts:

But when I change my language and look at the dashboard, I'm not seeing the french name. The report name doesn't appear to be referencing the Messages table.

I've cleared my cache, just in case, but now I'm stumped.

Is it related to change of Browser Language too?

I'm sorry - I'm not sure what you're asking.

I changed my language under User Setting - General - Language. I haven't changed the browser language.

By default the title of reports are not translated. In order to be able to get the report title translated, follow this KB article:

The information provided = is incomplete: "Follow the steps in our documentation", but no link provided and no documentation was found.

However, I was able to translate my report titles. I followed the initial steps from the screenshot (change the type of the "title" field to Translated Text, which automatically added the serializer attribute), then switched the language in my ServiceNow Preferences (user icon in the top-right), and translated the title in the field itself and saved.
