I deactivated the standard change flow and now I cannot activate it. I tried testing it first but that doesnt change the status of the button. Has anyone encountered this?

Hi,
I tried the same and see the same results. You will need to restore from backup, or clone over the instance. A Support case may be needed to reverse that otherwise. Maybe others here have other suggestions.

I copied a flow and clicked on that Edit flow button then we have Activate option/button available to click, once we clicked on the Activate button then it is activated.

I don't know that is a bug, but a security restriction.

I did not reach out to support. I just copied the flow and activated that one. Would love to know if support can activate the correct one, however. Let me know if you call in and they fix it.

You can activate the flow by deploying it from another instance via update set.
