Hi Team,
After upgrading the instance to Rome upgrade we are seeing the announcement in Portal Homepage "Employee Center Portal"
What is the use or purpose of this Portal if we download?
If we didn't download this portal will the old 'sp' portal work?
What is the difference between old portal (sp) and this employee center?

The announcement which you see now on RED, its an OOB announcement to make you aware of using Employee center.

The following table lists the key differences between the Service Portal and Employee Center portal.
