With due respect- Why there is Monopoly in ServiceNow MeetUp Organizers Selection ?

Hey Family,
I am writing this with atmost due respect to our community leaders and ServiceNow Meetup organisers. I come from India and I see almost for every SNUG Group present in India , there are same set of leaders who leads/organise ServiceNow Developer Meetups.
I wish to understand what is official criteria if someone who is unknow wish to take a leadership and organise the Meetup ? You might say become a co host but what is the path ? He/she needs to become current organisers favourite to be so ? Who is the decision maker ?
There is lack of clarity , transparency and lack of equal opportunity available. Most of India ServiceNow Dev Meetups leaders are friends to me and some are families , I respect them because I know what all it takes to organise an event. Nothing against them.
But we as ServiceNow community , we need to create more leaders , more meetup organisers , more transparent and equal opportunities otherwise we keep seeing same people on MVP Board just because they organise quaterly Dev Meetups and whole idea of our community to create more leaders goes for a toes.
Feel free to increase my knowledge if there is some formal procedure/process for an unknown to because a SNUG Group leader.
