Attachments not visible to users in catalog

hi, i have one catalog item which allows users to download excel sheet from portal. this sheet is not visible to certain users. it is getting downloaded but only blank screen is coming. pls help me out.

roles as per your requirement i.e. non itil roles such as snc_internal
