Catalog Item I created isn't visible in Prod Employee Center for Non-admins

I created a catalog item.

In DEV and TEST everyone can see it. Visible everywhere is true. Hide on service portal is false. Available for tab is empty. Not Available For tab is empty.

In Prod only admins are able to see it. Why is this is happening? 

I was able to make it visible in Service Portal by switching the category to one that is visible on the portal. 

Can some provide a solution so I can ensure catalog items I create will be visible to everyone?

Hi @Khill , 

Create one user criteria and add 'snc_internal' role to that. Then use that user criteria in Available For tab of the catalog item .Give a try
