Connected content - popularity vs order

hi we have connected content in the employee center both catalogue items and knowledge.  I have a request from the business to drive the order up of certain regional articles (visible only to some employees) above global articles (visible to all)  The global articles will probably be more popular as more employees have access to them.   If we manually maintain the order of the regional articles to drive these up will it take precedence over the popularity of the articles?  Has anyone tried doing this?

You can always make connected content as "featured content" which would be given preference and visible before any other items.

Hello, I would like to ask how to make it only visible to some employees. I now need to make employees only see the content they have created. Do you have any experience? I have tried to modify the ACL of the content table, but these ACLs seem to be ineffective

You can do the following steps for that:
1) Create a user criteria with your condition

2) Add it to 'available for' (to make visible/orderable)  or 'not available for' (to not make visible/orderable) related list of kb article/catalog item
