Core HR Plugin is not working in a fresh Xanadu PDI

I have installed the HR Core plugin in a fresh PDI but the application is broken. When I navigate to Manage Human Resources Catalog none of the UI buttons work and the page does not render. Instead only field names are show, ie 

{{currentCategoryTitle}}, {{filteredCatalogItems.length}}, {{catalogItem.name}}
{{catalogItem.title}}.

I have tried uninstalling, then reinstalling, and also requested a wipe and refresh, and then installed it again but each time it comes up broken.  It is a brand new instance and nothing else has been changed or installed. I have tried this in Chrome, Chrome Incognito, and Edge and the experience is broken in all 3.

 

Any idea how to resolve this?

 

It is Xanadu Patch 1.

I have an instance where this is happening, too. I found that Now Support has created PRB1785629 and KB1698772 for this. The fix is to upgrade to Washington DC Patch 7 or Xanadu Patch 1.
