Creating a link that would show a modal using content publishing / content experience

Is there a way to make a modal show up using a link in a content (rich text)? I tried adding an anchor tag to toggle a modal, but it is not working.

No, I am not trying to build a custom widget. I am trying to create a link that could open a modal through Content Publishing and display it in the ESC portal.

Ron,
You cannot open a modal from content publishing widgets. These widgets are used only to display data to the end users.
You can go achieve this either by
1. Custom Widget -
2. OOB Get Support Pop up available in Employee Center Portal - Get support pop up
