Guided Self Service Public Access

Looking for an idea on how to make a Guided Self Service playbook can be made public.  We have a requirement to allow employees who may not be logged in\cannot get logged in to use the flow to point them in the right direction on who to call for support.  

Does anyone know if you can make the GSS flow to work on a public page or will it only work for users when they are logged into the instance?
