How to set approvers on Content Publishing > Publish Plan?

We are looking for a way to pre-set the approvers on newly created Publish Plan for Content Publishing.

What we are looking to do is:

- A user creates a new content from Content Publishing > Create New

- Once a content is created user creates Publish Plan

- When new publish plan panel is loaded it shows pre-set approvers

- The author clicks "Save and Publish", and it triggers approval process instead of publishing

- The approvers will receive notification and can publish the content after review

I know the Content Governance has approval process, but this requires users to submit requests.

We want the users, with permission, to create content but not able to publish.

Only approvers can publish the content.

Any idea how to accomplish this?
