on esc portal, hrm todos summary widget he "Approve" button is rendering as just a solid blue box.

What did you change? Because either there isn't any text to display, or you updated the color of the text to be blue as well. Check the widget code for this.

seems somebody played with the CSS and it caused this.

Did you check the versions, css etc?
