Service Portal - how to trigger save of cart upon change of requested for user?

Vancouver Patch 9: Service Portal, not employee Center
Background
- we have a customized checkout process that was done for standard UI / CMS back in Eureka version
- For portal, custom Service portal widget, angular ng-template, angular provider and scripted REST API all developed to retain the customised checkout process
- the Service Portal solution is having some issues and struggling to fix
There is a difference in behaviour in checkout between standard UI and portal. In standard UI, when the requested for user is changed then the cart is saved. In portal the cart is not saved
Appreciate is someone can share how to trigger a save of the cart from the service portal widget's client controller. I know how to trap the change, just unsure on how to trigger the save

This sounds like some pretty crazy technical debt. Is it worth continuing on this path? Is there an alternative that could involve reverting back to out of the box behavior and then assessing what is required beyond that?
