User Profiles missing information for non-itil users viewing the profile

We have users that are unable to see user profile information that exists and is visible to other non-itil users and all itil users. Is there a way to default certain fields on the sys_user table to be visible to all users looking at employee profiles?

I believe this is an ACL issue. When you are a non-itil users I believe the ACL are setup in a way that only allows you to see all your info but for anybody else you are limited in what you see.

Is that something I can change/edit without violating anything within ServiceNow?

I do not believe giving access to other fields to non-itil users on the sys_user table will be a licensing issue. You should always check with your account manager for sure.
