What role is used to grant a user the ability to create cases, requests and view KB articles?

Hello, I would like to expose the employee portal as a landing page for all of my users.  These users will only be able to create service requests, or cases, in addition to searching a number of KB's.  I do not wish to not wish to purchase fulfiller licenses for these users, so what is the most approprate role to grant this group of users?

They dont need any role. They can submit these requests using Service Catalog or Record Producers. Similarly they can view knowledge bases which are public.
