Widget editor blocked by banner

Any time I try to use the widget editor this banner is across the top and completely blocking the UI Actions. How do I get this to go away?

Hi Chris, 

Are you certain that this banner is imposed by ServiceNow and not some other web-security feature? It doesn't look like a typical ServiceNow pop-up. 

You can check the "announcements" table [announcement] to see if it's in there. However I've never seen a pop-up quite like this before.

It's actually our footer. The footer behaves properly on all other portal pages but when I go into the widget editor it shows up at the top. I even tried swapping out the footer with a sample footer and the same thing is happening.

Oh I see, thanks for clarifying. That's very strange!

Have you tried browsing to the theme (All -> Service Portal -> Themes) and opening the one you're using and then selecting "Fixed Footer" as TRUE?
