I created a new update set in DEV environment and unloaded all the dashboard data in that update set . When I exported that update set and imported the same update set in another instance the update set was retreived successfully but there were no customer updates in that update set and also the changes were not reflected in the update set.
what may be the reason for this?

Hi Sanel,
reports & widgets should be captured in update set by default.
when you unload only the dashboard will be captured
you can force the update to update set
refer below link
Manually Add a Record to an Update Set
also refer below link
Widgets in dashboards captured in update sets do not display properly after a commit

Hi Sanel,
Unloading dashboard:
This procedure describes moving the dashboard structure to an update set. The dashboard structure includes the dashboard itself, tabs, the related security configuration, and dashboard-specific widget settings such as header color, and borders.
This procedure does not move the content of the dashboard (such as reports, PA widgets, content blocks, and other widgets) to the update set. You can add dashboard content to the update set using default platform functionality.
I think you will have to move them manually via xml
