Could not find a record in sys_security_acl referenced in this update

I am getting two errors when moving an update set that state "Could not find a record in sys_security_acl referenced in this update".   Any suggestions on how to pinpoint the error and solve the problem?   I also don't understand what the "Missing Item" field is referring to on the error?   I know this error is pointing toward ACL(s) in general and I've tracked down the specific ACL(s) however I don't know why it's causing a problem.
