Hi Knight,
Richard is correct, there is currently three tiers for GRC, and you would need at least Tier 2: GRC Profesional.
- GRC Standard: Policy & Compliance
- GRC Professional: add Risk Management
- GRC Enterprise: add Audit Management
- GRC Vendor Risk Management, a standalone solution
Recents subscription model for GRC are not based on the Fulfiller model, but on the All Employee model. You pay a small fee for all active users in your instance, regardless on the role (full-time employees, part-time employees, contractors, and contingent workers). The per-user fee vary depending of the Tier selected and decrease for large companies.
This model is required for GRC and HR, where fulfillers can assign tasks (such as Assessments, Indicator Tasks, Remediation Tasks) to any employees, without any role requirement. Vendor Risk Management use yet another subscription model, based on the amount of assessed Vendors.
Be aware that this pricing model only apply for recent contracts. Previously the GRC solution was on a Fulfiller model, where only users with roles where charged. Depending you when your instance and/or GRC subscription was signed, the licencing model can differ a lot.
This is why you should always contact your ServiceNow Account Manager for such questions. No two customers have the exact same context.

I would recommend contacting the ServiceNow Sales team. There are a lot of licensing options depending on what pieces of ServiceNow you are wanting. We have been using ServiceNow for 3 years now and I have contacted our ServiceNow reps for a number of licensing questions. They have always been very helpful and been able to interpret the mysteries of the licensing model for us.

Hi Knight,
As Surya says, licencing has a lot of twists and turns in SN!
Basically though, at time of writing, there are three levels of licence for GRC (which will affect whether you can "legally" grant Risk Roles):
- GRC Standard: Policy & Compliance
- GRC Professional: Policy & Compliance AND Risk Management
- GRC Enterprise: Policy & Compliance AND Risk Management AND Audit
So in simple terms, you require the Professional licence before you can go giving people Risk...
