Modifying a RAM after it is published and assessed

My understanding is that once a RAM is published and has assessments against it the option to return a RAM to draft state is gone. Furthermore, if the RAM isn't in the draft state then you cannot modify the factors associated with it.
Is there a way to modify factors of a published and assessed RAM? For example, if I have a group factor with 4 manual factors that are weighted to a total of 100%, but then I need to add a 5th question and adjust the weighting so that the 5 add up to 100%. Is there a way to do this that does not include creating a new RAM?
Example:
Group Factor A
- Manual factor 1 - 15%
- Manual factor 2 - 15%
- Manual factor 3 - 20%
- Manual factor 4 - 50%
Updated to
Group Factor A
- Manual factor 1 - 15%
- Manual factor 2 - 15%
- Manual factor 3 - 20%
- Manual factor 4 - 25%
- Manual factor 5 - 25%
Note that if we must create a new RAM for this then we lose the ability to see trending relative to the previous RAM.

I believe there are topics on the roadmap related to this, in some way.
The key point is to your final statement:
"if we must create a new RAM for this then we lose the ability to see trending relative to the previous RAM."
If you change the factors, the same is true.
This (IMHO) is the reason why changing the RAM after it is published and used for assessments has implications. It is impossible for the system to know if the change you made has a material impact on the scores and trending.
This challenge and approach is being monitored, and as it stands there are no easy options - we should fully embrace this dialogue to help inform the pros and cons for impact analysis.
