SetAbortAction is not working on scoped Application

I have written the Before business rule to check duplicates - I have used setAbortAction to restrict the creation.

But i am getting error - "Access to api 'setAbortAction' from scope 'scope_name' has been refused due to the api's cross-scope access policy.
