I was following the procedure in the below link to work on multiple encryption context but right now I'm stuck in option which is not available in the General tab.
My instance is in Kingston and I refer the docs in the same version too. Please look into the screengrabs below:

I believe you're trying this in Jakarta/Kingston.
I think the docs is referring to steps in Pre-Jakarta. From Jakarta onwards the application menu, the settings pane and some of the navigation pane items are cached (I have read it somewhere). So there are slight differences in the way it is working.
Please follow the steps
1) Activate the encryption plugin.
2) Reload the entire page. Like click F5.
3) Add any encryption context.
4) Map a role to the encryption context.
5) Assign role to a user.
6) The UI Macro 'encryption_select' needs to be inactive (I don't know if there will be any difference if made active, but I keep it as inactive).
Also the encryption context picker will be visible if a user has been mapped more than one encryption context. Like at least 2 of the roles that the user has should be mapped to the encryption context.
Clear cache (enter cache.do in the filter navigation, not required but still), logout the user and login again.
The picker will be visible in the general settings.
Also note that the encryption context is associated with a user session. This means that if another user 'user_1' is having 2 encryption context and your user account doesn't have any, then impersonating as user_1 will not show any encryption contexts to you. This is because impersonation doesn't change the user session.
