Is there a way to set-up the portal to allow users to submit a GRC Issue as an anonymous user?

Interesting. I was going to say if it were for the outside public with no login you could probably make a form that submits. But it looks like its internal after login....

In addition to bammar response for the technical part, you need to consider the fact that you will not be able to request more information from the user if you want to investigate further. As an employee I would also not necessarily trust such an "anonymous" solution to report grave offenses...
GRC issues as in whistleblowing are therefore often handled by 3rd parties ( f ex KPMG Fair Call https://home.kpmg/au/en/home/services/advisory/risk-consulting/forensic/faircall.html) where they can talk with the user, but your company will never know which user were involved.
