A UI policy is only enforced on the client side, where as a data policy is enforced for any database CRUD operation. The option to 'use as UI policy on client' means the data policy will visually act like a UI policy when a user interacts with ServiceNow. Otherwise, the data policy behaviour will only be enforced when a user performs an update

Well if you check-in "Use as UI Policy on client" , it won't create separate UI Policy record but clicking on the related link will lead you to create record on the UI Policy table to reduce this effort the check box was introduced.

My thoughts
-> When that checkbox is checked on a Data Policy, the system automatically applies the Data Policy rules on the client-side form as if they were UI Policy rules and no new UI policy is created
-> That related link actually creates a fresh UI Policy record with the same logic as your Data Policy, you can then manage this UI policy independently
