Hello,
We are decommissioning a building and we are scanning all assets in the building. All of these assets already have existing records in service Now. We would like to scan the assets into excel sheet and change the sub status to "pending building move", however I need help identifying the most efficient way to only target the assets from my custom list in excel without modifying statuses on assets that exist outside my list. I am aware of how we can use hardware asset view to bulk change in service now, but I would like to import my list without with my changes creating duplicate records. Please lmk if anyone can help!

Is 'Pending building move' an already existing substate or are you going to create it just for this use case? If the substate is already in use and part of your process, you can simply do a bulk data update by entering the data for key fields of the relevant assets (asset tag, serial number, name, model, model category etc.) in the excel and mentioning the new state and substate for each of those.
If you already don't use that substate, it is better to update those assets to an OOB State and Substate like In stock and On hold. In this case, you can update the 'Comments' field as part of the bulk update to indicate that these are kept on hold due to building decommissioning.
