Hello @Mansor2
You will be able to install this plugin from "https://developer.servicenow.com/".
I have faced similar issue for another plugins even after multiple try it fails, I tried to release my instance and acquired new instance and tried to install and it works this had happened with me something 7-8 months back and recently faced same issue but after multiple retry the plugin was installed over PDI.
Since there is no official support over PDI either you retry it or try to get new PDI and try to install it.
If my response has helped you, hit the helpful button, and if your concern is solved, do mark my response as correct.
Thanks & Regards

Hi @Mansor2 ,
I faced the same issue while trying to activate the Discovery plugin from the "Manage Instance" option in the Developer Portal.
Here’s how you can resolve it directly from your PDI:
Navigate to System Definition → Plugins in your instance.
In the search bar, type “Discovery”.
Find “ITOM Discovery License” and click Install.
Once the installation is complete, Discovery will be activated successfully in your instance.
If this resolves your issue, kindly mark this response as Helpful and Accept the Solution.
Regards,
